President Rodrigo Roa Duterte and Chinese President Xi Jinping witnessed the signing of four memoranda of agreements (MOAs) and memoranda of understandings (MOUs) during their expanded bilateral meeting.
First is the MOA on Economic and Technical Cooperation between the Government of the Philippines and China signed by Finance Secretary Carlos Dominguez III that grants the Philippines RMB 500,000,000 to conduct feasibility studies for major projects, construction of the drug abuse treatment and rehabilitation center and bridges crossing the Pasig River.
Second is the MOU on Cooperation in Human Resource Development between the National Economic and Development Authority (NEDA) and the Ministry of Commerce (MOFCOM), signed by NEDA Director-General Ernesto Pernia. It will serve as a framework for Philippines and China to strengthen cooperation in human resource development and promoting personnel exchanges by NEDA and MOFCOM.
The third is the MOU between the Department of Energy of the Philippines and National Energy Administration of China on Energy Cooperation signed by Energy Secretary Alfonso Cusi. This aims to strengthening cooperation between the two countries in the electric power, oil and natural gas sectors, and others, as mutually agreed.
The last is the MOU between the Presidential Communications Operations Office (PCOO) and China International Publishing Group (CIPG) signed by Presidential Communications Secretary Martin Andanar, which will serve as an implementing agreement on News and Information Exchange, Training and for Other Purposes that was signed in Beijing on 20 October 2016 during President Duterte’s State Visit to China.
The MOU’s objective to both parties is to enhance their capabilities in the field of international communication and publishing, to undertake joint or individual activities and programs that help strengthen cooperation between news organizations under the Parties.
