President Ferdinand R. Marcos Jr. presided over a meeting on the proposed amendments to the current Government Procurement Reform Act with officials of the Department of Budget and Management (DBM) at the State Dining Room in Malacañan Palace.
In line with the Administration’s commitment to provide a transformative government for the Filipino people, the President, during his 2nd State of the Nation Address (SONA), ordered the improvement of the procurement process in the government to reflect the social and technological advancements in the country and to ensure that the system is at par with international best practices.
According to the DBM, the amendments to the Law will focus on matters concerning innovative procurement methods, efficiency in the procurement process, procurement planning and budgeting, digitalization and innovation green procurement, miscellaneous provisions, among others.
Republic Act (RA) No. 9184 or the Government Procurement Reform Act was passed in 2003 and was envisioned to address the lack of transparency and competition, eliminate collusion and political interference, and lessen delays in the procurement process. It is considered as one of the biggest anti-corruption laws in the country recognized by the World Bank as a world-class legislation.
