Secretary Robert Borje of the Climate Change Commission (CCC) emphasises the Philippines’ principled positions and commitment to climate action as he addressed his fellow leaders at the Closing Session of the 56th Session of the Subsidiary Bodies (SB 56) of the United Nations Framework Convention on Climate Change (UNFCCC) at the World Conference Center in Bonn, Germany on June 16, 2022.
 
Secretary Borje, as the lead of the Philippine Delegation for the said conference, acknowledged the challenges faced by Parties and non-party stakeholders during the SB56, and stressed that commitment to the multilateral process is crucial towards actions and delivery of results by the global community.
 
In the strongly worded national statement, Secretary Borje called out the “dismaying delaying tactics of key stakeholders disguised as discussions” pointing out that these “undermined global trust in multilateralism” and “eroded the confidence of the people and the youth” in the work of nations and the international community on climate action.
 
Adding that SB56 and other venues should work on action and results on loss and damages, climate finance, emissions avoidance, technology transfer, capacity building and food security, Secretary Borje underlined that the principle of climate justice must move the world to achieve results.
 
Towards the 27th Session of the Conference of Parties to the UNFCCC (COP 27), the Philippines reechoes the call to unlock climate finance for the developing world and vulnerable nations. COP27 must be a platform for implementation than solely-focused on processes.
 
Secretary Borje led the Philippines’ participation to the SB56 together with Deputy Head of Delegation, National Economic and Development Authority (NEDA) Undersecretary Mercedita Sombilla, and representatives from the Department of Science and Technology (DOST), Department of Energy (DOE), Department of Agriculture (DA), Department of Interior and Local Government (DILG), and Department of Environment and Natural Resources (DENR).
 
SB56 is the lead up to the COP27, which is scheduled on November 6 to 18, 2022 in Sharm El-Sheikh, Egypt.
