President Rodrigo Roa Duterte received his national ID from National Economic and Development Authority (NEDA) Acting Secretary Karl Kendrick Chua prior to the 53rd Cabinet Meeting at the Rizal Hall in Malacañan Palace.

Republic Act No. 1105 or the Philippine Identification System (PhilSys) Act was signed into law by President Duterte on August 6, 2018 to establish a single national identification system for all Filipino citizens and resident aliens.

Through the PhilSys Act, a simple valid identification system for all citizens and resident aliens shall promote seamless delivery of service, ease transactions for both public and private sectors, and improve the efficiency, transparency and targeted delivery of public and social services. It also aims to curtail red tape, and eliminate fraudulent transactions and misrepresentations in the bureaucracy.
