President Benigno S. Aquino III formally swore into office Secretary Joseph Emilio Abaya of the Department of Transportation and Communications (DOTC) and Director General Arturo Cacdac of the Philippine Drug Enforcement Agency (PDEA).

Prior to his appointment in the Cabinet post, Secretary Abaya is on his last term as Representative of the 1st District of Cavite and Chairman of the House Committee on Appropriations. He was named to replace Secretary Mar Roxas in the DOTC who was appointed as Interior and Local Government (DILG) Secretary following the tragic death of the late Secretary Jesse Robredo in August.

The new PDEA Director General Arturo Cacdac served as the Philippine National Police (PNP) Deputy Director General for Administration before retiring last September. He replaces Jose S. Gutierrez, Jr. who recently resigned from his position. General Cacdac is a member of the Philippine Military Academy (PMA) Class of 1978.
