Atty. Bay works as a labor attaché at the Philippine Embassy in Seoul since April 2010. She represents the Philippine Department of Labor in Korea and leads in the coordination with the Ministry of Employment and Labor-Korea on the employment permit system (EPS).

The Philippine Overseas Labor Office (POLO) facilitates employment not only for workers under the EPS but also for the professionals, performing artists and household service workers. The office has programs and services geared towards workers’ welfare and protection like the Reintegration Preparedness Program and Labor Education Program.

Atty. Bay is from Batangas City and has also previously worked as labor attaché in Doha, Qatar.
