President Benigno S. Aquino III led the groundbreaking ceremony of the Bulacan Bulk Water Supply Project (BBWSP) Water Treatment Plant at San Jose Del Monte City, Bulacan.

The PhP 16.32 billion project is expected to provide clean and affordable water to about three million residents in 21 municipalities and three cities in Bulacan province.

Engineer Doña from the Luzon Clean Water Development Corporation, one of the private partner corporations of the project, stated that the expected PhP 8.50 plus value added tax (VAT) bulk water charge of the project is the lowest in the country.

President Aquino was joined in the time capsule lowering ceremony by Bulacan Governor Wilhelmino Sy-Alvarado, Korean Ambassador to the Philippines Kim Jae-Shin, Korea Waters Resources Corporation President Dr. Gye-Woon Choi, Interior and Local Government (DILG) Secretary Mel Senen Sarmiento, and Public Works and Highways (DPWH) Secretary Rogelio ‘Babes’ Singson.

BBWSP is part of the administration’s Public-Private Partnership (PPP) program that allows for optimal risk allocation for both the government and the private sector on projects such as the BBWSP — minimizing cost while realizing developmental objectives.
