President Rodrigo Roa Duterte led the donning of ranks on Philippine Coast Guard (PCG) Commandant Vice Admiral Leopoldo Laroya, who has been promoted to the rank of Admiral, in a simple ceremony in General Santos City.

PCG Admiral Laroya is the 28th Commandant of the PCG, which is a civilian armed uniformed service attached to the Department of Transportation (DOTr). It is mandated to perform maritime search and rescue, maritime law enforcement, maritime safety, marine environmental protection, and maritime security within the country’s territorial waters.
