President Rodrigo Roa Duterte received H.E. Igor Khovaev, Ambassador of the Russian Federation (RU) to the Republic of the Philippines, in a courtesy call at the Music Room of the Malacañan Palace.

During the meeting, Executive Secretary Salvador Medialdea, Department of National Defense (DND) Secretary Delfin Lorenzana, National Security Council (NSC) Secretary Hermogenes Esperon, Jr., Department of Foreign Affairs (DFA) Secretary Teodoro Locsin, Jr., and DFA Office of European Affairs (OEA) Executive Director Elizabeth Te and Director Adrian Elmer Cruz accompanied the President.

Ambassador Khovaev graduated from the Moscow State Institute of International Relations in 1988 and from the Diplomatic Academy of the Ministry of Foreign Affairs (MFA) of the RU in 1995. He started his diplomatic service in 1988 in the Consulate in Vung Tau, Vietnam then served in the two International Missions in the former Yugoslavia, and in the Embassy of Turkey.

In 2005, Ambassador Khovaev served as the Minister-Counselor of the Embassy of Russia to Vietnam. He was appointed as the RU Ambassador to the Philippines by the Decree of the President No. 107 dated March 2, 2015. Prior to his current post, he also worked as the Deputy Director of the Third Asian Department of Russia’s MFA.
