President Rodrigo Roa Duterte was officially installed as the new Chief Scout of the Boy Scout of the Philippines (BSP) during the Baden Powell Day of the World Scout Organization of the Scout Movement (WOSM) and Investiture Ceremony of the BSP held in Malacañan Palace.

In his speech, President Duterte cited the Filipino youth’s vital role in nation building and commended the BSP for helping develop the scouts to become proactive and law-abiding citizens. He called on the BSP to passionately serve the Filipino people with the highest ethical and moral standards.

“With you by my side, I am confident that BSP and all its scouts shall remain our partners for change. I call upon the members of this organization to help uphold the Scout Oath and Law and let us continue to pursue and aspire for what is right, good and just,” President Duterte remarked.

Addressing the young scouts in the audience, the President said that he wanted them to join the Citizen’s Army Training (CAT) and eventually, the Reserve Officers’ Training Corps (ROTC), where they would learn how to fight the country’s enemies. He also opposed the “libertarian” attitude prevailing in the country’s youth and blamed it for their relaxed attitude, which leads them to alcohol drinking and experiencing illegal drugs.

He reiterated his war on illegal drugs and promised to preserve and protect the Filipino nation against it.

“Ang problema ko is the Filipino nation and the Filipino youth. And I will do everything even at the cost of my… buhay itataya ko, ang honor itataya ko, ang pagka-Presidente ko itataya ko,” the President said.

President Duterte is the seventh President to become Chief Scout since the late President Ferdinand Marcos’ installation in 1974. Presidential Decree number 460 provides that the President of the Philippines automatically becomes the Chief Scout of the BSP.
