“Huwag ninyong bibiguin ang ating mga Boss – ang sambayanang Pilipino. Umaasa akong sa harap ng kaliwa’t kanang tukso ng salapi’t kapangyarihan, uunahin ninyo ang kapakanan ng mga naisasantabi.”  This is the order and the challenge that President Benigno S. Aquino III gave to the 252-strong members of “Tagapamagitan” (mediator) Class of 2013 when he keynoted the 34th Philippine National Police Academy commencement exercises at Camp Castañeda in Silang, Cavite.  According to the President, they will not be mere defenders but will also serve as mediators and peacekeepers between men in uniform, the community and every conflicting individual in the society.“Sa pagtupad ng tungkulin, lagi ninyong panigan ang tama at arugain ang kapwa. Lagi ninyong isipin kung ano ang makakabuti sa nakararami, at maging patas kayo sa pagtugon sa problema ng inyong ahensya,” he said.
The President stated that time is running out for police officers who are involved in anomalies and corrupt practices. He also cited several projects and reforms that the administration is implementing to improve PNP, the Bureau of Jail Management and Penology, and the Bureau of Fire Protection.  These include the acquisition of additional service firearms and fire trucks and the housing program for police and military personnel.
In closing, he urged the 2013 batch to join him in taking the straight path to serve the Filipino people.
The top 10 graduates of the Philippine National Police Academy (PNPA) for 2013 are all male cadets. They are Jhon Felix Pascual Jr., Christian Javier, Davis Dulawan, Mohammad Fahad Julwadi, Markson Almirañez, Aiman Kamlon, Mark Francis Bauya, Niño Aquiatan, Aiman Khuzaimah Pantaran, Zynon Paiking.
