President Ferdinand R. Marcos Jr. presided over a meeting to discuss the recent developments on the Maritime Industry Development Plan (MIDP) 2028 at the State Dining Room in Malacañan Palace.

Anchored in the vision of achieving ‘Isang Matatag, Maginhawa at Panatag na Buhay Para sa Lahat’, the MIDP is a roadmap for the integrated development of the country’s maritime industry geared towards building a strong and reliable Philippine merchant fleet to address the sea transport requirements of the archipelago in support of the national development agenda.

At the beginning of 2023, the Maritime Industry Authority (MARINA) led the final updating of the MIDP to ensure that it is consistent with the Philippine Development Plan (PDP) and aligned with the socioeconomic agenda of the Administration.

During the meeting, MARINA Administrator Sonia Malaluan highlighted the updated version of the MIDP that features three (3) Overriding Programs, four (4) Core Programs and one (1) Enabling Program.

The ten (10)-year plan is pursuant to Presidential Decree No. 474, series of 1974 or the Maritime Industry Decree of 1974 issued by former President Ferdinand E. Marcos Sr. Under Section 5 of the said law, MARINA is mandated to prepare and annually update the MIDP that reflects the rational and integrated development of the industry.

The MIDP envisions to ensure passengers and shippers’ access to safe, secure, economical, environment-friendly and sustainable sea transport; increase the capacity and production of shipbuilding and ship repair industry; increase the employability of the maritime workforce; create job opportunities; and reduce shipping and logistic costs.
