The Philippines advances its goal of healthcare manufacturing self-sufficiency with the launch of Victoria Industrial Park (VIP), the country’s first dedicated pharmaceutical and medical devices industrial park, in Barangay Baculong within Victoria, Tarlac on 30 April 2025.

The 30-hectare site, accredited by the Philippine Economic Zone Authority (PEZA) and developed with the Food and Drug Administration (FDA), supports President Ferdinand R. Marcos Jr.’s directive to boost local production of essential medical goods.

Situated beside the Tarlac–Pangasinan–La Union Expressway (TPLEX), VIP houses an on-site FDA office that gives manufacturers direct regulatory access. This setup speeds up product approvals and operations, making the Park a key hub for life sciences manufacturing.

As a Tech-Ready Special Economic Zone, VIP provides built-to-suit industrial spaces for sectors like pharmaceuticals, medical devices, food technology and business process outsourcing.

VIP is built for safety and sustainability. It stands in a natural disaster-safe zone and follows a zone-wide environmental management system led by VIP Inc. The Park uses green infrastructure, waste management systems and energy-efficient technologies to meet global sustainability standards and reduce long-term operational costs.

It also offers strong logistics access with direct links to major expressways, ports and transport hubs. It is the only ecozone in Tarlac with a full interchange to the national expressway network, ensuring smooth supply chain movement.

Beyond infrastructure, the region’s workforce is a key advantage. Tarlac’s location near top universities and technical institutions across Central Luzon gives businesses steady access to highly trainable and cost-competitive talent, ideal for both skilled and labor-intensive industries.
