President Rodrigo Roa Duterte led the laying of the time capsule during the groundbreaking ceremony for the North Luzon Expressway – South Luzon Expressway (NLEX-SLEX) Connector Road Project at the Circumferential Road 3 (C-3) Ramp in Caloocan City.

The NLEX-SLEX Connector Road Project is an eight (8) kilometer elevated four-lane toll expressway extending the NLEX southward from the end of Segment 10 in C3 Road, Caloocan City to the Polytechnic University of the Philippines (PUP) in Sta. Mesa, Manila.

Upon completion, the NLEX-SLEX Connector Road is expected to decongest traffic in Metro Manila by providing an alternative to the C-5 Road, Epifanio de los Santos Avenue (EDSA), and other major roadways, decreasing travel time between NLEX and SLEX to 15-20 minutes which today takes more than an hour, as well as improve connectivity between the Ninoy Aquino International Airport (NAIA) and Clark airports.

The project also seeks to stimulate development in Manila, Caloocan, Malabon, and Navotas, as well as its surrounding cities.

Completing the connection between NLEX and SLEX, the connector road is expected to be finished in 2021.
