President Rodrigo Roa Duterte led the donning of rank to Philippine Coast Guard (PCG) Commandant Admiral Elson Hermogino in a ceremony in Malacañan Palace.
Department of Transportation (DOTr) Secretary Arthur Tugade assisted President Duterte in donning of rank to Admiral Hermogino, who heads the uniformed armed service of the government that is mandated to implement search and rescue, law enforcement, maritime safety, environmental protection, and security along the maritime jurisdiction of the Philippines.
