President Rodrigo Roa Duterte led the conferment of awards to the Gawad Career Executive Service (CES) honorees and to 26 individuals and four (4) groups that made up the roster of finalists in the 2017 Search for Outstanding Government Workers.
Spearheaded by the Civil Service Commission (CSC), the said awards are under the Honor Awards Program (HAP) that aims to “motivate or inspire government employees to improve the quality of their performance and instill deeper involvement in public service.”
In his message, President Duterte conveyed his heartfelt congratulations to all the awardees, calling them “brilliant and innovative.” He also narrated his life as a civil servant and how he rose from the ranks to becoming the country’s Chief Executive.
Likewise, he encouraged his fellow government workers to “do something for this generation” and reiterated that “ayaw ko talaga ang corruption,” adding that he would really like to eliminate graft and corruption in government, and if not, “reduce it to the barest minimum.”
The awards included the Presidential Lingkod Bayan Award for “exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony. The contribution may be a suggestion, innovation, invention, or superior accomplishment.”
The Outstanding Public Officials and Employees or Dangal ng Bayan Award is conferred for “consistent demonstration of exemplary ethical behavior on the basis of his/her observance of the eight (8) norms of behavior provided under Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.”
The CSC Pagasa Award is for an “outstanding contribution/s resulting from an idea of performance that directly benefit more than one department of the government.”
