“This collaboration brings us closer to realizing our shared aspiration of building a modernized public sector workforce,” remarked President Ferdinand R. Marcos Jr. during the presentation of the signed Memorandum of Agreement (MOA) on the Philippine Civil Service Digital Leadership Program (DLP) in a ceremony at the President’s Hall in Malacañan Palace.
He recalled that the initiative was first proposed in June 2023 by the Private Sector Advisory Council (PSAC) – Digital Infrastructure Sector. By February 14 of this year, it had developed into a full-fledged collaboration among key institutions, culminating in the formalization of this landmark agreement.
Earlier this April, an initial group of 30 participants from the Civil Service Commission (CSC) completed pilot training in Singapore. According to the President, this pioneering batch immersed themselves in the principles of digital leadership, learned to apply citizen-centric design and gained a deeper understanding of data-informed governance.
“Equipped with the necessary skills and a renewed vision for public service, these civil servants will then be catalysts in leading the digital transformation of our bureaucracy from within,” the President conveyed.
Looking ahead, the Chief Executive emphasized that Phase 2 of the program aims to train at least 10,000 civil servants between now and 2027. With a renewed vision and modern skills, these public servants will act as internal agents of change, driving the digital transformation of the civil service from within.
“It is an opportunity now for us to rethink, to innovate and serve our people better through technology — very important aspects in this digital age. With this, we see a renewed success in all that we do in government and in our service to the public,” President Marcos Jr. concluded in his speech.
