President Ferdinand R. Marcos Jr. warmly welcomed Dr. Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), in a courtesy call at the Study Room in Malacañan Palace.
During their meeting, Dr. Floyd lauded the Philippines for its significant contributions to global peace and security, particularly through high-quality data gathering and scientific monitoring by Filipino scientists.
He highlighted the importance of the International Monitoring System (IMS) — a system that ensures the highest quality standards, assuring every state that any nuclear testing will be detected and the norm against nuclear detonation enforced — which spans the globe with its unique network of monitoring stations and laboratories.
The Preparatory Commission for the CTBTO was established in 1996 with headquarters in Vienna, Austria. It is an organization tasked with building up the Comprehensive Nuclear-Test-Ban Treaty (CTBT) verification regime in preparation for the Treaty’s entry into force and promoting the Treaty’s universality.
Dr. Floyd is in Manila to participate in the 16th ASEAN Regional Forum (ARF) Inter-Sessional Meeting on Non-Proliferation and Disarmament (ISM NPD), where he will deliver a keynote address during the Forum dinner and present the CTBTO’s work.
