President Ferdinand R. Marcos Jr. convened with the National Economic and Development Authority (NEDA) and the Department of Human Settlements and Urban Development (DHSUD) in a sectoral meeting at the State Dining Room in Malacañan Palace on June 18, 2024.
NEDA Secretary Arsenio Balisacan stated that the Pambansang Pabahay Para sa Pilipino Housing or 4PH Program, a pivotal part of the Bagong Pilipinas campaign, is designed to tackle the housing deficit affecting 2.5 to 3.8 million families.
The initiative focuses on innovative and sustainable housing solutions, particularly in-city resettlement projects which include green features, communal spaces, amenities, and proximity to essential social services and transport hubs.
DHSUD Secretary Jose Rizalino Acuzar emphasized the alleviation of financial burden on beneficiaries as the program offers an interest subsidy of up to 5%, significantly reducing amortization costs.
Additionally, Joint Memorandum Circular 2023-003 by DHSUD and NEDA adjusted the price ceiling for socialized subdivisions and condominium projects.
For Fiscal Year (FY) 2024, the General Appropriations Act (GAA) allocated PhP750.81 million for the 4PH interest subsidy.
During the meeting, President Marcos Jr. underscored the need to maintain high standards for housing units, rejecting any downgrades in quality, while also stressing the importance of ensuring accurate pricing and consolidating budgets for government allocations.
The 4PH Program aims to construct 3.2 million housing units and launch six (6) million units by 2028, aligning with the broader goals of the Bagong Pilipinas campaign to provide adequate housing for all Filipinos.
