Department of Foreign Affairs (DFA) Secretary Teodoro Locsin, Jr. joined the leaders of the United Nations (UN) Member States in the General Debate of the International Migration Review Forum (IMRF) 2022 at the UN Headquarters in New York.

Secretary Locsin acted as the Representative of the Government of the Philippines.

In the adoption of the Global Compact for Safe, Orderly and Regular Migration (also known as Global Compact for Migration or GCM) — the first ever intergovernmentally negotiated UN agreement on managing international migration — Member States decided to hold the IMRF that served as a platform for world leaders to discuss and share progress on the implementation of the Global Compact.

The Philippines, being among the pilot or ‘Champion’ countries of the GCM, lobbied for the inclusion of decent work and fair and ethical recruitment provisions, as inspired by Target 8.8 of the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development. The country’s effort was successful as ‘decent work and fair and ethical recruitment provisions’ were codified under Objective 6 of the GCM.
