MMSS-3, Quezon City
January 14, 2021

President Rodrigo Roa Duterte led the inauguration of the Metro Manila Skyway Stage 3 (MMSS-3) Project – an elevated expressway that will relieve major thoroughfares within the National Capital Region (NCR) or Metro Manila from heavy traffic — in a ceremony at the Del Monte Toll Plaza, Northbound Exit of the MMSS-3 located within G. Araneta corner Del Monte Avenue in Quezon City.

In his message, President Duterte expressed his genuine gratitude towards the officials, laborers and private corporations that paved the way for the completion of the project.

With its length spanning about 18.93 kilometers, the MMSS-3 connects the North Luzon Expressway (NLEX) and the South Luzon Expressway (SLEX) while significantly reducing travel time from Buendia in Makati City to Balintawak in Quezon City from two (2) hours to just 15-20 minutes. Additionally, the newly inaugurated expressway is expected to decongest roads in Metro Manila by as much as 55,000 vehicles daily.

“Today, the life of many may not really be very, very comfortable. But ang hiningi ko lang naman komportable lang na buhay. And if this will continue, the planned Skyways and more, then we will be freed of the horrendous traffic congestion that is obtaining in all cities — crowded cities in the world,” President Duterte stated.

“To the Filipino people, let me assure you that this administration will continue to pursue our Build, Build, Build program guided by the highest standards of integrity, transparency and accountability,” he added.

With the MMSS-3 connecting with Skyway Stage 1 and Skyway Stage 2, Metro Manila now has a 35-kilometer elevated expressway that connects Alabang in Muntinlupa City to Balintawak in Quezon City, making the transport of goods and people from north to south notably more efficient.

“The successful completion of the Skyway is a testament to the efficiency, reliability and sustainability of our Build, Build, Build Program,” the President said.

“With the trust and help of the private sector and of the Filipino people, I am confident that we can build the foundations of an inclusive, robust and prosperous nation that we can proudly leave behind to our children,” he ended.

The MMSS-3 partially opened its driveway for motorists on December 29, 2020 and will officially open on January 15, 2021. It will remain free of toll charges for motorists for the rest of January.
