President Rodrigo Roa Duterte administered the donning of rank to P/Supt. Rovina M. Garma and the oath of office to the newly promoted uniformed personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and Philippine Coast Guard (PCG) in a ceremony at the Rizal Hall of Malacañan Palace.

“We are gathered here today not only to celebrate this milestone in your respective careers in the civil service, but also to reaffirm your allegiance to the country that we had sworn to defend at all costs,” he said.

In his speech, the Commander-in-Chief reminded the law enforcement’s uniformed personnel to prioritize the interest of the people and to bear the crucial mandate of protecting the Filipinos from the social ills that have delayed the progress of the country.

“As these ranks are donned on you, may you always remember that the public demands a greater level of accountability, responsibility and integrity on your part. Embody the highest standards of excellence and selfless leadership at all times,” he urged them.

President Duterte said that despite the accomplishments done in his two years of leadership as Head of State, he noted that there is still so much to do to continue the crusade against the root causes of poverty, corruption, terrorism, criminality, and illegal drugs that, according to him, have plagued the country for so long.

“Join me in the quest. I assure you that you have my full support as you contribute to our efforts in advancing the common good and promoting the safety and well-being of our people,” he added.

Department of the Interior and Local Government (DILG) Officer-in-Charge Undersecretary Eduardo Año, PNP Director General Oscar Albayalde, BFP Director Leonard Bañago, BJMP Director Deogracias Tapayan, and PCG Commandant Admiral Elson Hermogino also joined the President in the oath-taking ceremony.
