A memorial to Philippine President Elpidio Quirino was unveiled last June 18, 2016 as Japan’s way of honoring the late Head of State for paving the way for the stabilization of post-war Philippines-Japan relations and his historic decision to grant executive clemency to 105 convicted Japanese war criminals in 1953. They were serving sentence in Muntinlupa City prison then.

The marker is located at Hibiya Park in Tokyo, just few steps away where the Dr. Jose Rizal bust is situated. Quirino is the second Filipino to be honored with a memorial following Rizal. He was President of the Philippines from 1948 to 1953.
