President Benigno S. Aquino III welcomed Honorable To Lam, Vietnam’s Minister of Public Security, in a courtesy call at the Music Room of Malacañan Palace.

Minister Lam was accompanied by His Excellency Truong Trieu Duong (Ambassador of Vietnam to the Philippines), Lieutenant General Phan Van Vinh (Director General of Police General Department), Lieutenant General Nguyen Kim Quy (Deputy Director General of Security General Department), and Lieutenant General Dang Xuan Loan (Director General of General Department of Intelligence).

President Aquino, on the other hand, was joined by National Security Council (NSC) Secretary Cesar Garcia, Jr. and National Intelligence Coordinating Agency (NICA) Director General Ager Ontog, Jr.

Minister Lam was appointed to the Ministry of Public Security last April. He is presently conducting a visit to the Association of Southeast Asian Nations (ASEAN) Member States. The Philippines is his second stop after Malaysia.
