President Benigno S. Aquino III broke ground for the CAVITEX C5 South Link Project inside the Public Estate Authority Tollways Corporation (PEATC) Compound in Barangay San Dionisio, Parañaque City.

The CAVITEX Circumferential Road No. 5 (C5) South Link is a modern 7.7-kilometer tollway with three lanes on both sides that will seamlessly connect C5 Road to the CAVITEX. As an alternative route to the growing city traffic, it aims to decongest traffic by linking major business districts in Makati and Taguig areas to the southern cities of Parañaque, Las Piñas and Cavite. It is expected to reduce travel time by 40 minutes from the said areas, thus increasing productivity and economic activity.

The Manila-Cavite Toll Expressway Project (MCTEP) is a flagship project of the government’s Public Private Partnership (PPP) Program. CAVITEX Infrastructure Corporation (CIC), in joint venture with PRA, has completed Segments 1 and 4 of the MCTEP in 1998 and 2012, respectively. This year, CIC will construct CAVITEX C5 South Link (MCTEP Segments 2 & 3) to link C5 and Merville, Parañaque by way of a flyover. The second phase starts in 2017 where the link between Merville and CAVITEX will be constructed.

The P12 billion project covers the construction of a world-class tollway system through its computerized toll collection and traffic management systems, reliable emergency and roadside services, real time traffic information and roadway lighting. It is also projected to generate at least 1,000 jobs.

Public Works and Highways Secretary Rogelio ‘Babes’ Singson, Transportation and Communications Secretary Joseph Emilio Abaya, Interior and Local Government Secretary Mel Senen Sarmiento, Metro Pacific Investment Corporation chairman Manny V. Pangilinan, MPIC president Jose Maria K. Lim, Metro Pacific Tollways Corporation president Rodrigo Franco, CIC president Luigi Bautista, Senator Cynthia Villar, and Pasay and Parañaque local government officials joined President Aquino in laying the time capsule during the groundbreaking ceremony.
