President Benigno S. Aquino III led the launch of the Early Recovery Program for Typhoon Ruby victims in Dolores, Eastern Samar where he personally distributed shelter kits to help repair either totally or partially damaged homes.

The early recovery package includes cash-for-work (CFW) and provision of hygiene, shelter and repair/fixing kits.

In his speech, the President assured the affected families that they would get electricity back to their communities soon and that the government would be doing everything to help fix their houses.

The town of Dolores was recorded with one of the most number of affected families at 11,772, second only to the city of Borongan which recorded a total of 17,457 families affected by the typhoon.
