HISTORICAL BACKGROUND
RTVM was organized in 1986 following the peaceful EDSA revolt. Before 1986, the organization that existed was Radio-Television-Movies, and adjunct of the National Media Production Center which was based in Malacañang. In 1987, Executive Order No. 297 dated 25 July 1987 was signed and issued by President Corazon C. Aquino, creating the Office of the Press Secretary and cites under Section 14 (Attached agencies) the creation of the Presidential Broadcast Staff (Radio-Television Malacañang).
Executive Order No. 297 designates PBS-RTVM as the entity with the sole responsibility and exclusive prerogative to decide on policy / operational matters concerning the television medium as it is utilized for the official documentation of all the President's activities for news dissemination purposes and video archiving.
PBS-RTVM is involved in television coverage and documentation, and news and public affairs syndication of all the activities of the President, either live or delayed telecast, by national or local, government or private collaborating networks.
In an effort to carry out an effective and efficient broadcast media coverage and support service program, it seeks to provide the Presidency, in cooperation with various stations and networks, with the desired and appropriate media complement in order to keep the Filipino people in close track of the updates, activities and pronouncements of the President and the government.
PBS-RTVM is open and working 24 hours a day, 7 days a week, rain or shine. Its personnel are among the most dedicated workers in government, reporting for duty in the late hours of the night and the wee hours of the morning – packing heavy broadcast equipment, traveling to wherever duty calls in good roads and in bad. The main strength of the men and women of RTVM is their professionalism – working with minimum supervision and delivering the best product within the deadline required.

Functions:

To provide audio and video documentation of the President's official functions and activities;

To provide coverage and broadcast production of events of national significance and special celebrations involving the Presidency;

To undertake in-house production of broadcast materials for dissemination to public and private media networks

To produce broadcast materials in coordination with other government offices and entities to highlight programs and update the nation on development projects being undertaken;

To evaluate active coordination with members of the public and private broadcast networks for interaction between the President and the various publics;

To help strengthen public and private broadcast linkages thru agency initiated projects like the operation of the Philippine Broadcast Pool which is activated during emergency broadcasts and the coverage of the foreign and local travels of the President.

To maintain a Presidential Video Archives.
THE RTVM MISSION
The Presidential Broadcast Staff Radio-Television Malacañang seeks to constantly fulfill its duty to provide daily broadcast coverage of the activities of the President, the First Family, and members of the Cabinet and the Executive Branch; in order to provide the public with adequate and up to date information on the Presidency and the growth and development of the nation.
STRUCTURE OF RTVM
The Presidential Broadcast Staff organizational chart reflects the agency's mission and functions, with Operations as its focal point. The agency has four principal areas of activity: The Executive Office, Operations (Media Production Division and Engineering Division), Operations Support (Research and Archives Division), and Staff Support (Administration and Finance Division). Units included under the Media Production Division are: Project Management (compose of Project Officers in-charge of coordination for Presidential coverages), News/Program Writers (in-charge of TV production and News dissemination), Close-in cameramen (Documentation/Coverage team) and Pre-Post Production/Video Transmission section. Under Research and Archives Division are Research and Media Services, Video Library, Transcription Services, and Local and Regional Coordination. Under Administration and Finance are Personnel Services, Security and Communication Services, Utility and Transportation.
PLANS/PROGRAMS/PROJECTS
Brief Description of the Programs/ Projects/Activities The Presidential Broadcast Staff/Radio-Television Malacañang functions as a service bureau under the Office of the Press Secretary. Aside from its major programs of General Support and Support to Operations, its main program is simply Operations – the provision of television and radio coverage to the official functions and activities of the President, the First Family and the Cabinet.
